后发劣势的理论分析及其意义

A Theoretical Analysis of the Later-comer's Disadvantages and Its Implications

后发国家在具有一定的后发优势的同时,也存在着许多后发劣势,并且不断递增和强化,严重影响和制约后发国家的经济发展。后发劣势是后发国家由于其后发地位而存在的一些特殊不利的因素,它与比较劣势、国别劣势既有联系也有区别。对于今天的后发国家来说,既面临着内源性的后发劣势,也面临着外源性的后发劣势;既有原发性的后发劣势,也有继发性的后发劣势。具有客观性、相对性、动态性和累积性等特点。对后发国家来说,认识后发劣势是制定后发战略的起点,克服后发劣势是实现经济赶超的前提。

The late-comer countries have some advantages, but at the same time they also encounter a lot of disadvantages, the constant increase and accumulation of which will seriously set back the economic development of these countries. The so-called late-corner＇s disadvantages refer to the unfavorable situations faced by the late-comer countries due to their position as late comers in development; these disadvantages are related to but different from the comparative disadvantages and national disadvantages. Today＇s late-comer countries are facing their intrinsic late-corner＇s disadvantages as well as the extrinsic later-corner＇s disadvantages; some of the disadvantages are newly-formed while others are inherent, the existence of which are objective, relative, dynamic, and accumulative. To the late-comer countries, the strategy to change their late-comer situations should be based on a good understanding of those disadvantages, the overcoming of which constitutes the premise of their success in the economic competition.
