基于农民工流动的浙江产业工人素质提升战略研究

On the Strategy of Improving the Quality of Zhejiang Industrial Workers Based on the Turnover of Migrant Workers

农民工已成为中国产业工人的重要组成部分。文章在考察国外关于农业劳动力转移和员工流动,以及中国有关农民工流动研究文献的基础上,分析了中国农民工流动的独特性及其对产业工人素质提升带来的不利影响。根据浙江省打造先进制造业基地的战略目标,提出企业和政府必须从战略的高度采取长效机制降低并合理引导农民工流动,并在农民工的流动中对其实施技能培训等战略措施来提高农民工素质,从而提升产业工人整体素质,实现产业升级。

Nowadays, the migrant workers are playing an increasing important role in industrial workers in China. On the basis of reviewing the oversea literatures abroad on the transferring of agricultural labor and staff turnover, and the home literatures on the migration of migrant workers, this paper analyzes the tmiqueness of migration of Chinese migrant workers and its disadvantages on the quality improvement of the industrial workers. Based on the strategic goal of Zhejiang, this paper presents that corporations and government should take strategic steps and long-term mechanism, and pilots the turnover of migrant workers, in order to enhance the overall quality of industrial workers and consequently achieve industry update.
