摘要
文章基于相关文献及中国的经验,对预算软约束的危害进行了分析。研究表明:预算软约束导致经济体系的低效率并抑制创新与增长;导致经济的周期性波动和通货膨胀;加剧金融体系的脆弱性,引发金融危机;导致公共财政出现严重危机;影响政府的宏观调控效率,妨碍经济的可持续发展。为消除预算软约束的危害,必须硬化经济体系中预算约束。
This paper analyzes the harm of SBC based on relating literatures and China＇s experiences. The study reaches following conclusions： First, SBC leads to low efficiency and constraints innovation and growth. Second, SBC leads to cyclical fluctuation and inflation. Third, SBC leads to fragility of finance system and economic crises. Forth, SBC leads to serious Public finance crises. Fifth, SBC influences macro-regulation efficiency of government and hampers economic development. In order to eliminate damage of SBC, we should harden SBC.
