It has become our general consensus to implement the Scientific Outlook on Development and to lose no time in developing the newly industrial structure with high-tech industries as the leader. Since venture capital can promote the effective combination of science and economy; and to offer financial support for the innovation of high-tech as well as its industrialization, it should have a healthy system： First, an integrated and effective venture market is a requisite, which can achieve the allocation of capital, technology and talents; Second, a smooth venture capital exportation and exit channel is required, which provides sustainable source for the development ofhigh-tech.
