On the Environmental Compensation Mechanism of Agricultural Non-Point Source Pollution

由于缺乏针对性强的污染控制机制,导致农业非点源污染控制工作无法取得真正实效。文章试图从农业非点源污染环境补偿机制研究入手,分析农业非点源污染控制补偿机制的内容、补偿标准量确定、相关的财政政策等问题,探索如何从根本上解决让生产者接受非点源污染控制措施的动力与机制问题,以推进农业非点源污染控制工作。

Little actual effects on the control of agricultural non-point source pollution have been realized due to the lack of fine solutions on pollution control mechanism. This paper is about to analyze the contents, the identification of compensation criteria and related fiscal policies of the environmental compensation mechanism for pollution control of agricultural non-point source pollution, so as to find out the impetus and mechanism which are considered to force the producers to receive fine solutions for the control of agricultural non-point source pollution.
