山西省公共图书馆立法浅议

The Research on Public Library Legislation of Shanxi Province

本文从国内外图书馆立法的情况以及山西省图书馆事业发展的需求入手,运用详实的调查材料和数据分析了山西省公共图书馆尤其是市、县图书馆发展迟滞的主要原因,阐述了图书馆立法在山西势在必行的观点,只有立法才能保障山西省公共图书馆的生存,只有立法才能约束山西省公共图书馆事业迈入正规的、健康有序的良性发展道路。

From the actuality of Chinese and overseas situation of library legislation, as well as the development of the library cause of Shanxi, this article analyses the main reasons of the development delay about public library of Shanxi province, especially the city and county library, by using materials and detailed survey data analysis. The paper sets forth the point that the potential legislation on library is inevitable in Shanxi province, only the legislation can guarantee the survival of public libraries in Shanxi province, only the legislation can be bound by public libraries into the cause of the formal, healthy and orderly development of a benign path.
