当前全运会运动员交流制度为优化竞技体育资源配置、改变竞争格局、平衡区间实力、提高运动员比赛能力等都提供了有利条件,但也为消极比赛、不公平比赛、"功利性"交流行为提供了机会。从确保全运会有一个良好的竞赛秩序和为项目发展提供良好的环境出发,针对目前在全运会上由于交流运动员而引发的突出问题提出了对策。
