This article is the full content of the speech of Zhang Haitao, the duputy director of SARFT, at th National Radio, Film and Television Technology Work Conference on February 11, 2009. In this speech, comrade Zhang Haitao comprehensively summarized the achievement of technology and construction of radio, film and television in 2008.
