30年来,中国的国有企业产权改革经历了"扩权让利"、"两权分离"、"建立现代企业制度与战略调整"等阶段,其产权的宏观与微观结构发生着历史性的变化,完成了由"政府权威"到"企业权威"、由"计划配置"到"市场交易"、由"战略工具"到"法人实体"的跨越,这一跨越以市场化为方向,沿着"政府退出"与"市场进入"的路径运行。
In the past three decades, the property rights reform of Chinese state-owned enterprise has gone through the phases of the disengagement of rights, segregation of two powers, modern enterprise system. The macrostructure and microstructure on property rights of state-owned enterprise happen to historical transformation, which has accomplished the span from government authority to enterprise authority, from plan allocation to the market trade, from strategic tool to legal entities. According as the market- oriented aspet, the span has moven from government secession to market entry.
