当今世界,资源在一国经济发展中的不可或缺性及其对经济发展的决定性已形成共识,我国典型资源型城市大庆的发展关系到黑龙江省乃至国家的发展。如何在资源型城市经济转型中进行科学的公共政策决策显得尤为重要。无论是中央政府,还是地方政府在大庆经济转型中的公共政策导向关键在于加强地区财税政策支持,优化产业政策并完善其他相关配套政策,其中主要包括扩大增值税转型试点范围,建立专项补偿资金,完善环境保护政策和社会保障政策等,形成有利于产业发展和经济转型的公共政策体系。

In today＇s world, it is a consensus on that resource is indispensable and decisive to a nation＇s economic development. As a typical resource-based city , Daqing＇s development relates to the Heilongjiang province even the whole nation. So how to use decision-making of public policy scenically seems particularly important. In the economic transformation, both the central or local government of Daqing, it＇s public policy-oriented lies in the areas of offerring support to fiscal and tax policies, optimizing the industrial policy and improving other related policies, which include expanding the scope of the experimental value-added tax, establishing a special compensation fund and improving the environment protection policies and social security policies. Found a system of public policy that is conducive to the formation of industrial development and economic transformation.
