摘要
本研究在借鉴国内外绩效评估方面已经取得的成功经验的基础上,结合新疆气象通信网络的组织结构和个人情况,从基本通信传输质量、通信网络系统维护、科研与创新、发展潜力4个方面设计指标,使用"带有信任度的特尔菲法"和"层次分析法"分别确定了组织绩效评估指标和个人绩效评估指标及其权重。该系统在实际绩效评估应用中,基本能够反映评估组织与个人的绩效状况,具有一定的使用价值。
Based on using for reference of other experience, the author wants to build the indices system of performance assessment including four major parts: the basic quality of communication networks, the quality maintaining of communication networks system, the ability of scientific researching and innovation, the development potential. This research used "Delphi Method with confidence degree" and "Analytical Hierarchy Process (AHP)" to confirm respectively the performance evaluation of organization and individual and their weights. This system has been test in practice of performance assessment, to be able to reflect basically the performance status about organization and individual, the result of test is good and to be provided with some value.
