摘要
大部制通过对组织结构进行合并整合,最大限度地避免政府职能交叉、政出多门、多头管理,以提高行政效率。从组织与环境的关系看,这是应对组织环境的不确定性而采取的重要措施之一,我国行政环境的不确定性和具体现实使大部制改革成为必要和可能。从组织内在结构看,我国行政组织结构导致行政整体效率低下的问题,需要进行大部制改革。我国大部制改革既有必要性也有可能性,但是,大部制有其运行的复杂性和自身功能的局限性,必须有相应的措施和综合性的改革,才能实现大部制改革的预期目标。
By integration, super ministry system avoids the government function overlapping, multiple leadership and multichannel management, and raises the administrative efficiency. In the view of relationship of organization and environment, it is one of the important measures to deal with the uncertainty of organization and environment. The uncertainty and reality of the administrative environment make the super ministry system necessary and possible. Seen from the inner structure of the organization, the present structure of the administrative organization works with low efficiency and needs to be reformed. However, owing to its complexity and functional limitation, the super ministry system needs corresponding measures and comprehensive reforms to achieve the anticipated goal.
