摘要
尼日利亚于20世纪70年代中期开始着手实施普及小学教育的计划(UPE),到1999年开始推行普及基础教育的计划(UBE)。经过30余年的努力,基础教育的普及程度得到了很大的提高,但仍面临着非洲国家共同的一些问题,如财政投入严重不足,区域性差异、城乡差异和性别差异得不到有效改善等,这些问题困扰着当前尼日利亚普及基础教育计划的实现。
It embarked on Universal Primary Education(UPE) Program in Nigeria since the mid-1970s,then started to go ahead with Universal Basic Education (UBE) in 1999. The implementation of the national basic education policy has undergone the management system from centralization to decentralization,and the educational input from unity to diversification. By working hard for more than 30 years,the universal basic education has improved greatly on the one hand,but faced with some problems which the African countries have done in common,such as serious shortage of basic education input,regional unbalance ,gender disparity and differences between urban and rural areas. All these problems make it difficult for Nigeria to realize the universal basic education program.
