轻工业振兴规划中涉及造纸行业的内容,从政策目标看主要涉及"振兴"改变行业下滑态势和"调整"优化产业结构两方面,其中以中长期产业结构调整的内容居多。政策短期作用在于缓解国内纸张供过于求的压力、恢复产业链信心,而行业摆脱困境最为有效的方案仍然是严格执行节能减排政策、淘汰行业落后产能。
