长短期发展并重,期待后期细则

Equal importance should be attached to long-term and short-term development,detailed rules of later period are expected

日前通过的《轻工业调整和振兴规划》中涉及到造纸行业的内容主要体现在纸品的出口退税率、废纸加工贸易政策、信贷支持及技术改造及产业升级等几个方面。从内容上看,政策覆盖面既有可能短期的出口退税等政策,又有产业升级等长期政策。但全球经济的衰退将导致国外市场对纸品消费的下降,出口退税等刺激纸品出口的政策能否见效还需时日检验。

The export rebate rate, policies for wastepaper converting and trading, credit supporting, technical innovation and industrial upgrade in paper industry were included in The Readjustment and Layout of the Light Industry which has been presented recently. This policy will be refered to the short-term policy, such as the export rebate rate, and also the long-term policy like industrial upgrade. But overseas demand of paper converting decreased because of the global economics recession, so there is also a long way to go to check if the boosting policy like the export rebate rate can take into effect.
