生态旅游认证的实施动力及在我国的限制因素探析

Analysis on Impetus of Ecotourism Accreditation and Limiting Factors of its Implementation in China

生态旅游认证在国外已经开展了十几年,我国在近些年也引进了国外的生态旅游认证标准,但是生态旅游认证在我国的影响力仍然十分有限,有诸多因素影响了国外生态旅游认证标准的实施。在分析生态旅游认证产生及其实施的驱动力的基础上,着重从生态旅游市场、政府机构、相关支持组织、认证标准所有组织及标准自身等方面论述了限制我国实施生态旅游认证的因素。面对实际情况,在我国实施生态旅游认证目前可以采取以政府主导为主,然后再过渡到依靠市场运行的策略;或者由政府牵头,研究制定出本土的生态旅游认证标准,并加以大力推广。

Ecotourism accreditation, which had been carried out abroad for more than a decade, was introduced into China only a few years ago. Up to now,the sway ecotourism accreditation held in China is rather limited and there are several limiting factors in its implementation. Based on analysis on the establishment of ecotourism accreditation and impetus of its implementation, factors holding back the implementation of accreditation in our country are discussed from perspectives of eeotourism market, government organizations, supporting institutes and ecotourism accreditation itself. As a counter-measure, the strategy from government-orientation to market-orientation will be taken. And formulating our local standard is another way.
