As a major administrative system, the administrative supervisory system was initiated by the Guangxi Clique during its rule of Guangxi. Its establishment was to strengthen the unity of provincial administration and the authority of the provincial government and ensure the implementation of government orders. It was the demonstration of the Clique＇s centralized politics in administration. Despite its defects in practice, its effects were obvious and it played a vital role in maintaining the Clique＇s separatist regime.
