中越专业产品区行业协会组织运作比较——以广东南海Y协会和越南八幢T协会为对象

Comparison on the Organization and Management of Industry Associations between China's and Vietnam's Specialized Products Area

中越两国在向市场经济转型过程中有许多共同点,产业集群成为两国典型的经济发展模式。本文以中国南海玉石专业产品区中的Y协会和越南八幢陶瓷专业产品区中的T协会为对象,比较政治权力和社会关系对行业协会组织与活动的影响。本文发现,行业协会对政治权力与社会关系的不同依赖反映了地方政府在经济与社会发展中的不同角色,即地方政府法团主义和地方社会法团主义。而且,地方政府角色的差异可能导致不同经济社会发展机制在市场化改革中的运用。

There are many common features both in China＇s and Vietnam＇s transition to market economy. Industry cluster, for example, is the typical development pattern for both countries. This paper takes examples of the Y industry association of specialized products area of jade in China＇s Naihai and the T industry association of specialized products area of porcelain in Vietnam＇s Bazhuang, to compare the influence of political power and social relations on the organization and management of industry associations. The paper finds that the degree of reliance on political power and social relations reflects the different role of local government in economic development and social development, that is, the local government corporatism and the local social corporatism. In addition, the different role of local government may lead to different functions of different social development mechanism in market reform.
