摘要 近年来,环境保护问题变得越来越紧迫,作为一种可再生能源,水力发电受到了极大的重视,但它却并不是一种绝对清洁的能源。不论是在施工期还是在运行期,水力发电工程都会给环境和生态条件施加一些负面的影响。施工中大量的土石方开挖完全毁坏了建设场地上的植被和土壤,导致大面积水土流失,增加了潜在的滑坡数量。在进行西南水电开发的规划和建设时,应当就区域内梯级电站建设对环境和生态条件的综合影响和长期影响进行详尽的研究和分析,并提出了几条减少土石方开挖的原则性建议。 In recent years the environmental problems become more and more urgent. Great emphais has been put on water power development in our country, as a renewable energy source. But it is not an absolutely clean power source. Both in construction period and in operation time water power projects will bring negative influences on the environment and ecological condition. Rock and earth excavation of huge quantity in construction works destroys the vegetation cover and soil on the work site entirely, so causes water and soil erosion in large area. Potential landslide areas increase. It is necessary to make a comprehensive research and analysis including the synthetic impacts on environment and ecological condition over a long period when the water power developments in south-west area of our country are to be planned and implemented. Several suggestions to decrease the rock and earth excavation are given.
