基于环境风险分析的海洋自然保护区生态补偿研究

The Research on Ecological Compensation for Marine Reserves Based on Environmental Risk Analysis

随着海岸带经济开发的推进,海洋自然保护区所面临的环境风险日益加大,建立基于环境风险分析的海洋生态补偿理论和实施机制成为必然趋势。但由于海洋生态资源的复杂性和环境风险的不确定性,当前基于环境风险的海洋生态补偿理论研究还不成熟。文章以海洋自然保护区为研究对象,分析和评价了国际、国内在海洋生态补偿领域的理论研究和实践,将生态补偿的概念引入海洋环境风险管理中,研究基于环境风险的海洋生态补偿标准的确定方法,为海洋生态资源生态补偿的研究与实践提供借鉴。

With the rapid development of coastal zones, environmental risk on marine reserves is growing. To improve the marine ecological compensation theory and implementing mechanism based on environmental risk analysis is necessary. But the theory is immature owing to the complexity of marine ecological resource and the uncertainty of environmental risk. The research object of this paper is marine reserves. The author assessed the theory and practice in marine ecological compensation at home and abroad. In this paper, the concept of ecological compensation is introduced in the marine environmental risk manage. The research is focused on the method to confirm the standard of marine ecological compensation, which will supply the references of the research and practice of marine ecological compensation.
