Solving Major Problems Constraining Economic Development

党的十七届三中全会的主要任务是要解决农业农村问题,而解决农业农村问题的根本途径是要加快经济发展。作为欠发达地区,笔者结合当地发展实际,探讨了实现县域经济快速、健康发展的途径,即突破制约经济发展的思想、动力、要素、环境四大瓶颈,因地制宜,因难施策。

The main task of the third plenary session of the seventeenth central committee of the CPC is to solve the problems of countryside and agriculture, which need in essence to accelerate economical development. The author, based on the realities of the locality which belongs to the undeveloped regions, explored the path to realize the rapid and healthy development of county economy, which means to solve the problems of idea, driving force, factors and conditions.
