Difficulty of the Party’s role in New Economical and Political Organization and Its Policy

当前"两新"组织党组织建设存在两大困难,即均缺乏强势的行政依托、缺乏制度设计和制度安排。作用发挥存在三大难题,即存在组织基础、工作基础、工作对象的思想基础相对薄弱,缺乏有力的制度设计和制度支撑,受到产权属性的制约等。而解决存在难题的对策是必须处理好三大关系,即它与"两新"组织行政决策层的关系,它的保证监督职能与促进"两新"组织发展职能的关系,它与职工群众的关系。

As a whole, there are two kinds of difficulties for the Party ＇ s role in the new economical and political organizations, which is lack of dependence of strong governmental administration and lack of system design and arrangement. In detail, there are three kinds of difficulties in the new economical organization, namely the comparatively weak of the organization basis, the work basis and the ideological basis of work objective, the lack of the strong support of system design and arrangement, the restriction from the attribute of property right. The policy of solving the difficulties is to deal with three kinds of relations, which is that with the strata of administrative decision making in the new economical and political organization, that between its function in supervision and in promoting the development of the new economical and political organization and that with the workers.
