摘要
土地政策与金融政策是房地产宏观调控的最主要工具,基于土地政策与金融政策的最优调控模型以及实证研究其调控效果表明:土地政策与金融政策调控工具对房地产的供给具有决定性的影响;利用土地与金融调控房地产业建设规模具有滞后性;房地产业的发展要进行合理的规划和调控;土地政策应保持系统性、连续性和稳定性;政府应通过提高非房地产部门的效率,从根本上改变银行信贷与地方政府的"房地产偏好"。
The land and financial resources is the most important method on real estate macrocontrol. The best c controlled mode of real estate industry basing on land and montage and empirical study illustrate that: the development of real estate must be made under control by government; the land policy should keep the system, consecution and stabilities; the government should enhance the efficiency of the non-real estate section to change" the real estate hobby" of the bank and the local governments by the root; the policy of land and montage have the decisive influence to the real estate.
