全面回顾改革开放以来农民工问题,总结其发展基本经验;在大量调查的基础上,对我国农民工问题的新特点进行了全面分析,研究了农民工较长时期需求变化趋势及与宏观经济社会发展的互动关系;深入评析农民工中长期发展趋势;全方位剖析农民工面临问题;从全局和战略的高度,提出解决农民工问题的战略思路、基本原则、目标任务、实施步骤、主要措施和具有方向性、全局性、制度性的政策体系。

The paper comprehensively reviews the issue of migrant workers since reform and opening -up and sums up the basic experience of the development. On the base of substantial investigate, the paper analyses the new characteristics of Chinese migrant workers and sets up the quantitative analysis model to study the needs and long-term trends of migrant workers and the interactions between social development and macro-economic. Then it analyses the long-term development trends of migrant workers and make an all-round analysis of the problems faced by migrant workers. In the end , from an overall and strategic perspective, the paper addresses the problem of peasant workers in strategic thinking, basic principles, objectives and tasks, implementation steps, the main measures and an overall policy system.
