Study on Evaluating the Selling Properties of Railway Facility Projects and the Management of Classification Investment

论文分析铁路设施项目的一般特点,运用相关基础理论,建立项目可经营性评价体系和模型,对项目的可经营性程度进行定量分析,提出经营性视角下铁路项目区分和投资分类管理方法,科学界定政府和市场的投资职责。最后应用研究的理论成果,对部分铁路设施项目进行了分析。

Analyzing the common characteristics of the railway facility projects, based on the fundamental theories, the research establishes the evaluating indicator systems and models of the projects on selling, and measures the ability of selling properties of projects, then rises the methods to classify railway projects and manage investment, rules scientifically the difference between the investment duty of government and the market. The paper also studies some patterns.
