为解决新型工业化在实际产业研究中的难于操作分析的问题,采用二次相对评价分析方法,将新型工业化看作一个区域经济体的能力,建立了对区域的产业结构进行主观评价的DEA模型,构建了专门针对地区产业结构的新型工业化评价体系,并以黑龙江省为例对其进行了实证分析.结果表明,对所建立的评价模型和指标能够区分出区域新型工业化的主观努力程度,可操作性强.能较为准确的评价出区域产业结构的新型工业化能力,可以在政策实践中类比推广.

In order to manipulate the new-industrialization of regional industrial structure easily, this paper adopts the binary relative evaluation method. Taking new-industrialization as the regional economic capability, a DEA model is presented to evaluate the industrial structure. A special new-industrialization evaluation system is constructed and applied in Heilongjiang province. The analysis shows that the model and index can distinct the regional subjective effort, and have high operability. The model can evaluate the regional new -industrialization capability nicely and can be used in practice.
