Novel Mode of Distribution Network Planning Including Distributed Generation

结合我国能源特点及可持续发展战略,从优化配置资源、提高资源利用效率、实现社会效益最大化、推动电力工业与经济、环境和谐发展的角度出发,通过对分布式电源出现与并网运行给配电系统以及广大用户带来的利弊分析,充分论证了分布式电源投资商与供电公司之间相互依存的关系,指出分布式电源与配电网之间经协调规划完全可以使双方实现"共赢",提出了一种分布式发电与配电网规划的新模式,并创造性地引入协调因子指导DG的投资建设。

In order to optimize the allocation of resources, improve the efficiency of resource utility, achieve the maximum social benefits and promote harmonious developments of the power industry, economy and the environment, according to the characteristics of China＇s energy and the strategy of sustainable development, the pros and cons of DG（distributed generation） are analyzed. The interdependent relationship of DG investors and electricity supply companies is discussed. It is pointed out that the two sides can achieve ＂win-win＂ under the reasonable combination between DG and the distribution system. A new model of distribution network planning including DG is proposed, and the coordination factor is introduced to guide the investment and construction of DG.
