建构东亚安全共同体的可能性分析

On the Possibility of Constructing Security Community in East Asia

共同外部威胁是建构安全共同体的必要条件,威胁的来源可能是国家,也可能是非国家。就目前的东亚地区来说,东南亚走向安全共同体是可能的,但在东北亚则不可能,整个东亚也缺乏这种可能性。金融危机、恐怖主义等非国家威胁的出现为东亚安全合作提供了契机,但仍然不足以为安全共同体的建设提供足够动力。因此,目前维护东亚安全的主要路径选择应该是建立相关安全机制而非安全共同体,只有通过这种机制缓解甚至消除东亚国家内部互视为主要威胁的情况,东亚安全共同体的建立才有可能。

One of the necessary conditions of constructing secutiy community is the common external threat which comes either from a state or from non-state actor.In current East Asia,there is no possibility of constructing security community except in Southeast Asia.Although non-traditional threats such as financial crisis and terrorism may provide opportunity for security collaboration in East Asia,they can not constitute as driving force for constructing security community.Thus,the present choice should be the building of regimes rather than community for East Asia security.Only when East Asia states stop seeing each other as primary threats through the workings of regimes,the possibility of constructing a security community will arise.
