德国政府要使更多雇员成为“小资本家”政策的剖析

Analysis of The German Government's Policy of Making More Employees Small Capitalists

2008年8月27日德国大联盟政府通过了一项法律草案,决定提高雇员参与生产资料占有的力度,也就是说提高雇员成为"小资本家"的力度,引起了德国舆论界的强烈反应。对资本主义社会制度马克思曾有过深刻的揭露,此次德国通过雇员参与暴露出来的问题证明,这一揭露并没有过时。本文从德国雇员参与的历史发展,德国雇员参与的现状,德国联邦政府的新政策及其出台的背景,新政策及其评价等几个方面对这一课题进行阐述,希望能起到抛砖引玉的作用。

The adoption of a draft law by the German coalition government on August,27,2008,on raising the proportion of employees' holding of means of production,that is to say,the promotion of employeesbecoming small capitalists,incurs strong reaction among the media and the public.Marx has in-depth exposure of the social system of capitalism and the problems revealed in employee participation prove that the exposure still holds true.This article discusses the issue from the following aspects: history of employee participation,the current state of employee participation,the new policy and the underlying cause of its introduction and the general evaluation of the new policy,hoping that this will invite comment and discussion.
