关于利用“扩大内需”加快林业建设的建议

Proposition for "Expanding Domestic Demand" to Speed up Forestry Building

林业建设是一项经济、社会和生态多赢的产业与事业，也是长期投资回报率很高的投资领域，应将林业建设作为此次扩大内需的重点投资领域之一，并以林业为突破口在世界范围内率先实现“中国绿色新政”。主要建议：扩大内需投资中增加对生态和林业建设投资；提高生态林补偿标准，保障基本生态资源；发行特别国债，动用国债资金投入生态建设；以投资换改革，实现林业管理体制机制的历史性转变；支持地方创新，在南方地区全面推行集体林权改革。从国际视角来看，中国大规模的“绿色新政”必将引领和带动世界“绿色新政”潮流。

The construction of forestry is an economic, social and ecological win-win for industry and utilities, but also long-term investment rate of return on high investment, construction of forestry should be the expansion of domestic demand as a key investment area, and forestry for breakthrough in the world takes the lead in achieving the ＂China Green New Deal.＂ Main recommendations： to expand domestic demand to increase investment in ecological construction and forestry investment; improve ecological forest compensation standards, protect basic ecological resources; issue special treasury bonds, t. spend treasury bonds into ecological construction; to invest for the reform of institutional mechanisms for implementation of forestry management and historic change; to support local innovation, and in the South region to fully implement the collective forest tenure reform. From an interna- tional perspective, China＇s large-scale ＂Green New Deal＂ is bound to lead the world of ＂Green New Deal＂trend.
