摘要
在对大兴安岭十八站林业局综合改革试点情况实地调研基础上,分析了其改革产生的背景、动因。其综合改革的主要内容包括:重新定位林业局职能、调整内部管理体制、改革劳动用工及分配制度、转换经营管理机制。同时提出采取综合配套的改革措施,以及应用理论创新、制度改革等建议。
Based on a field research of the comprehensive reform work conducted by the Shibazhan Forest Business of Daxing' anling, this paper analyzes the background and motivation of the reform; discusses its main contents and specific practices, including redjust the internal management system, the reform of labor and employment and distribution system, operation and management mechanism for the conversion. And it puts forward thoughts and suggestions to deepen the reform by applying theoretical innovation and system reform.
