面向管理实施的“两效性”城市规划编制体系探讨

Research on the Urban Planning Making System of Timeliness and Effectiveness for Management Implementation

针对当前实际工作中规划编制与实施之间缺乏衔接的弊端,结合编制体系和管理制度创新提出相应的策略:即强调提高规划编制内容的"两效性"(时效性和实效性),并针对不同性质的规划,分类编制、分级审批,提出建立面向实施的规划编制与管理体系,以促进规划编制管理体系的改革与完善。

In view of the lack of convergence between the planning making and implementation, the corresponding strategy is presented combined with the planning making system and management system innovation： improving the timeliness and effectiveness of the planning contents, classifying the planning making and grad- ing the examination and approval according to the different types of planning. Then the planning making and management system is established so to promote the planning management system reform and improvement.
