高校总法律顾问制度是对高校落实依法治教的要求,保障高校的合法权益,落实高校的法律责任的一种积极尝试。建立这一制度有利于提高高校自身法律素质,使其内部管理活动逐步走上法制轨道。为保证高校重大决策的合法性和法律上的可行性,使高校的各项机制合法运转,落实高校的法律责任,应从宏观、中观和微观几个层面推行总法律顾问制度,使总法律顾问制度落到实处。

In order to implement the requirements of managing educational affairs according to the law, protect the legal rights and interests of universities and carry out their legal responsibilities, an active attempt, which is the general counsel system of higher learning institutions, has been made in the past few years. The establishment of the system is helpful for the improvement of the legal quality of universities, and may help their inner management gradually go on the track of law. For the purpose of ensuring the legitimacy of significant decision - making in universities and the feasibility in law, as well as the legal operation of various mechanisms of universities, the general counsel system has to be pushed forward from the macro -, middle - and micro - layer, so that the general counsel system may be well implemented.
