中原城市群高技术产业联盟的组织机构创新

Innovative Patterns of Organizational Structures on High-tech Industries Alliance of City Agglomeration in Henan Province

从组织机构角度出发,分析了中原城市群高技术产业发展存在的缺乏统一有效的管理机构,产业发展缺乏整体规划,产业推进体系主体不明晰,高新区管委会职能定位不明确,高技术成果转化平台建设不理想等主要问题。基于中原城市群高技术产业联盟的发展,提出了组织机构的创新模式:成立高技术产业发展协调中心,创新管理体制;建立高技术产业发展融资网络,创新融资机制;推进高新区管委会由"准政府型"管理机构向"服务型"经济组织转变;组建覆盖河南主要高技术产业的河南高新集团公司,创新高技术产业发展模式;建设高技术产业研发成果转化及产业推进公共服务平台,创新公共服务方式。

From the basis of organizational structures, the problems of high - tech industries alliance of city agglomeration in Henan province were analyzed, short of uniform and macro - plan and unitary administrative organization, lack unitary and longterm plan in industries development, ineomprehensive function orientation of administrative committees, indefinite organization in industry -promoting system, imperfect construction in high -tech products transform platform, etc. For the high -tech industries alliance development, the innovative patterns of organizational structure in Henan province were given, establish harmonizing center of high -tech industries, innovate administrative system, set up raising capitals net work, innovate raising capitals mechanism, promote transit of administrative committees from setups of government to service - economic organization, establish Henan High -tech Development Group to operate the main industries, innavate developmental patterns, build public service platform for products transforming and industries promoting and inno- vate public service pattern.
