中小城市可持续发展评价——以开封市为例

On the System Assessment of Sustainable Development in Kaifeng City

城市可持续发展在当代可持续发展中占据重要地位。基于一般可持续发展理论与方法,探讨城市可持续发展的系统问题,提出并构建了城市可持续发展评价模型,以历史文化名城开封为例进行实证分析。评价结果表明:开封市可持续发展潜力较高、变幅较大,总体上朝着可持续方向演进;城市协调状况整体性较低,且有波动;发展效率自1995年以来持续下滑;城市的开放度逐步加大,调控水平在逐步增强。开封市应优化产业结构,强化农业基础,做好环境保护工作,实现经济增长由粗放型向集约型转变,保持经济适度快速发展,确保城市的可持续发展。

City is the main place for human activities to take place. In some sense, the world will be sustainable if the development of cities is sustainable. On the basis of theory and mouthed of sustainable development, this paper puts forward concept and theoretical model and establishes assessment model of sustainable urban development and takes Kaifeng city as a case study. The evaluation results show： Kaifeng＇ s development has a huge potential and a large amplitude variation and it tends to be in sustainable development on the whole;The whole city＇ s coordination situation is low as well as not steady;The efficiency of the development continued to decline since 1995 ;The openness of the city is increasing while the efficiency of regulation and control has been enhanced gradually. Finally, the suggestions of Kaifeng＇s sustainable development were proposed in the paper.
