摘要
文章运用期权博弈理论思想分析地方政府和开发商在当前经济适用房开发问题上的决策选择,并通过不同情形下的期权博弈均衡情况分析了当前经济适用房政策在执行过程中诸多困难之根源。取消土地划拨、税费减免和政府指导价,将现行经济适用房的"暗补"改为"明补",以减少甚至消除这种对全社会来说不利的延迟期权价值。文章所提出的中低收入家庭住房福利政策模式,可解决当前经济适用房政策失效的问题。
This paper analyzes the game hetween local government and developers based on the option - games theory and analyze the root of the inefficiency of economic and functional housing policy through a few kinds of option - game equilibrium. The suggested new housing policy should exclude land allocation, tax -free and local government pricing. It will be an efficient housing policy to replace bsidy with open subsidy.
