本文把分布式推理判决理论引入不确定性目标数据关联问题之中，设计了适用于解决这类问题的目标数据关联多因素推理判决系统，详细描述了该系统的基本原理和系统结构，并在此基础上设计了相应的算法。

Data association problem is one of the key problems of multitarget tracking in dense multiple return environments. A theory of distributed inference and decision is used to solve distributed interwound decision problem. The theory is used to solve the problem of target data association in this paper.
