在提出实施中小型水利水电工程环境监理必要性的基础上,分析水利水电工程环境监理产生的背景及意义,阐明环境监理的特点及任务,理清环境监理与其它工程管理的关系,探讨环境监理的监管方法、工作程序及工作制度。最后以黑河塘水电工程为例,介绍环境监理制度在工程中实施过程及显著成效,为中小型水利水电工程环境监理体系的形成和具体实施提供依据。

In proposing the implementation of small and medium-sized water and hydropower pro- jects, the need for environmental supervision on the basis of analysis of the background to clarify the characteristics of the environment supervision and tasks, sort out environmental supervision and other project management relations, to explore ways of monitoring the environmental supervision, procedures and work systems. Finally, taking Heihetang Hydropower Project as an example, it introduces environmental supervision system in the implementation process and the remarkable results for the formation of and provides the basis for the specific implementation.
