摘要
小流域是防台减灾的薄弱环节.临海小流域溪坝损毁占整个水利损失的一大部分,成为整个防洪体系中的最薄弱环节.因此,小流域预警体系建设极其重要.在小流域预警体系建设中,应采取工程措施与非工程措施相结合的治理方式,保障群众生命财产安全.
The small watershed in Linhai is relatively the weakest in typhoon prevention, which counts for the most in water conservancy loss. The construction of early warming system for small watershed is discussed in the paper by the combination of engineering measures and comprehensive managements.
