基于层次分析法的银川市可持续发展能力研究

Studies on Yinchuan urban sustainable development capacity based on analytic hierarchy process

取银川市2003—2007年的经济、社会和环境资源3个评价性指标和20个有代表性的三级指标,建立较完整的可持续发展指标体系,对银川市可持续发展进行系统的综合评估.结果表明,银川市5 a的可持续发展系统综合发展水平呈上升趋势,其中经济水平逐年迅速提高,经济发展状况良好;社会进步水平有所波动,其中城市的基础设施、计划生育工作等有所进展,市民的素质普遍上升;城市环保工作到位,效果显著.应进一步加大煤炭、石油的开发及与之相关的能源化工工业的发展;建立环境与发展综合决策机制,加强环境保护;完善劳动就业政策,增强再就业工作力度.

Selecting three evaluation index consists of economy, environment, society and resource use, and 20 representative third grade indexes from 2003 to 2007, the general index system of standard of sustainable development had been established, and it can be used for comprehensive evaluating urban sustainable development of Yinchuan. The results indicated that the comprehensive development level of sustainable development showed an increasing tendency in recent 5 years; and economic level increased rapidly year by year, and economy developed well, but community progress level fluctuated in recent 5 years; and city＇s infrastructure, family planning, citizen qualities and city environment protection have been developed. Finally, this paper gives some suggestions for improving urban sustainable development capacity, wh!ch consists of increasing coal and oil development continuously, strengthening environmental protection and establishing the mechanism of integrated decision-making of environment and development, perfecting employment policies and improving re-employment.
