合理低价中标动态评估模型研究

摘要 如何防止投标人以低于成本的报价进行不正当竞争,是实行工程量清单计价模式进行项目招投标的一大难题。本文根据合理低价中标的国内外的研究现状,分析了当前研究存在的主要问题。针对建筑工程成本的不确定性,建立未确知C—均值聚类模型,即针对某一具体工程,运用未确知C—均值聚类模型给出在社会现有生产力水平下的标底价,进而判断投标报价是否低于成本。最后,给出模型的具体工程实现。 How to prevent the unfair competition that the bidders bidding with low price under their practical cost, is a puzzle after applying quantity list figure into project tender and bid. Study and solve this problem, has important theoretical and practical meaning. This paper overviews the present research condition of tender with fair valuation, points the main problems presented at present. Confront with the uncertain of construction project cost, this paper sets up the unascertained C- clustering model, name- ly, gives a fair valuation under society average production level by using the unaseertained C-clustering model, then judge whether the biding price is lower than cost or not. At last, an specific project application of this model is given.
