原则导向与市场纪律——我国实施有效银行监管的思考

Principles-oriented and Market-disciplined——Thoughts about the Effective Banking Supervision in China

银行监管改革是当前金融危机中的热点问题,尽管金融监管改革的最终尘埃落定尚需时日,但原则导向与市场纪律配合的改革指向却渐趋明朗。《有效银行监管的核心原则》和《新资本协议》是国际银行监管的纲领性文件,对实施原则导向监管和发挥市场纪律作用进行了明确要求。本文在厘清原则导向监管和市场纪律的内涵与作用的基础上,对我国实施有效银行监管进行了探讨。

Banking supervision reform is a hot topic in the current financial crisis. In these discussions, more and more evidences indicate that this turn reform should emphasize the principles-based regulation and market discipline. Core principles of effective banking supervision and Basel Ⅱ, as guidelines of global banking supervision, advocate the principles-based regulation and market discipline. This paper first discusses the connotation of the principles-based regulation and market discipline, and then give some advises for how to implement effective banking supervision in China.
