In order to deal with transhoundary marine pollution issue effectively, we need to conduct legal research on preventing and controlling system of transboundary marine pollution, in make it clear about the legal measures in countervailing the transboundary marine pollution, and provide an effective legal regime to safeguard the solution of transboundary marine pollution problem.
