摘要
淡马锡是新加坡最大的国有控股公司,在管理体制和经营机制上有着成功的实践。与淡马锡的人力资源管理经验相比,我国国企人力资源管理相对缺乏战略性,劳动、用工、分配三项制度改革需要进一步完善。解决的途径主要有:推进"人才强企"战略,努力实现国有企业人力资源管理的战略性转变;树立"精英治企"理念,建立健全良好的选人用人机制;全面落实科学发展观,进一步完善考核评价体系和激励约束机制。
Temasek is Singapore' s largest state-owned holding company which has made tremendous contributions to Singapore's economic development. Compared with Temasek' s successful human resources management experience, the Chinese state-owned enterprises' human resources management is insufficient in strategy. Meanwhile labor, employment and distribution systems have not been completely reformed. Measures to solve the above problems are as follows: in order to make human resources the enterprises' core resource, state-owned enterprises should establish a correct view of human resources, use economic methods of personnel management and improve the "three- system" reform.
