Survey of the Current Situation of MBO Implementation in 75 Universities

对中南地区75所高校目标管理实施现状进行调查。调查结果显示,实施目标管理的高校数呈上升趋势,目标管理的实施与院校层次成正相关,目标考核是管理实施中的最大难点,上下协商是目标达成的最佳策略,监控机制是提高管理效能的必要措施,实地考察是目标考核的有效方式,专家组是最值得期待的考核主体。根据调查分析,提出营造上下欲同的组织氛围、构建科学合理的目标体系、形成权责利一致的授权机制是高校实现有效目标管理的关键。

This paper surveys the current situation of MBO(management by objectives) implementation in 75 colleges and universities in central south China.The results of the survey show that the number of the universities which implement MBO tends to increase,and the implementation of MBO and the level of colleges and universities are positively correlated.The objective assessment is the biggest problem,while communication is the best way to attain the goals.The monitoring mechanism is necessary while on-the-spot investigation is the effective way.The expert group is the most anticipated examiner.According to the result,it is essential to create a good atmosphere of the organization,build a scientific and rational system,and form a mechanism in which the responsibility is consistent with the rights and the interests.
