如何有效使用医疗保险基金和保障参保人的合理权益是医疗保险监督管理工作的重要责任。文章阐述了大连市目前的运行现状、在医疗保险监督管理过程中存在的难点,并从完善政策、完善流程、提高定点医疗机构自身管理、扩大宣传力度等6个方面阐述了解决难点的对策。

With rapid development of medical insurance, the medical insurance fund is continuously increasing. The important duties of the supervision and management of medical insurance are how to effectively use the medical insurance fund and how to ensure the reasonable rights of persons who have taken part in the medical insurance. The paper discussed the status of medical insurance in Dalian and the problems in the process of medical insurance supervision and management. Meanwhile, the paper provided six aspects countermeasures： improving policy and process, enhancing self --management of specific medical institutions, and strengthening extensive propaganda.
