湖南省外商直接投资的环境效应分析

ANALYSIS ON THE ENVIRONMENTAL EFFECTS OF FDI IN HUNAN PROVINCE

对湖南省FDI与环境污染的关系进行分析,并借鉴JIEHE的分析方法,对湖南省FDI的环境效应进行了综合分析。结果表明,湖南省污染物排放量的变化不是外商直接投资变化的格兰杰(Granger)原因,但外商直接投资在一定水平上影响了湖南省的环境质量且FDI存量诱致的经济规模扩张和经济结构变化带来的环境效应均为负面的,而其诱致的技术转移带来的环境效应为正面的,FDI存量的总体环境效果是消极的。

In this paper, we make an analysis on the relationship between the FDI and the environmental pollution of Hunan province, and we make an empirical test of the existence of environmental effects of FDI in Hunan province too, on this basis, we learn from the analysis methods of JIE HE, and carry out a comprehensive analysis of environmental effects of FDI in Hunan province. The results show that the change of the emission of Hunan province is not the Granger cause of the change of FDI, but foreign direct investment has some impacts on the environmental quality of Hunan province at a certain level. And the environmental effects which brought about by the expansion of the economic scale and the structttral changes of economic which induced by the stock of FDI are negative, while the environmental effects which brought about by the transfer of technology that induced by the stock of FDI are negative, but the over all environmental effects of the stock of FDI is negative.
