青岛海港口岸散装杂货船垫舱物料检疫监管风险分析及对策研究

Risk analysis on quarantine inspect for the dunage of bulk cargo ship at Qingdao Port and its countermeasure

目的针对黄岛口岸检验检疫工作过程中发现散装杂货船垫舱物料存在的问题和隐患,提出加强监管的方法,从而强化口岸执法,防止疫情传播。方法结合案例,参照相关动植物检疫监管法律法规,以口岸散装杂货船垫舱物料为对象,有针对性的提出强化监管、消除隐患的措施。结果通过初步分析,应把进出境散装杂货船的垫舱物料纳入检验检疫管理,实行100%申报,100%有效处理加标识和100%的监管。结论该管理可以进一步确保中国生态环境和质量安全,有效维护检验检疫信誉和形象,促进中国经济又好又快发展。

Objective To booster quarantine and supervision and prevent infectious disease from spreading by underlay material in cargo ships at Huangdao Port. Methods Review actual events and related items of phytosanitary law, focus on the possibility of spreading disease by underlay material, find suitable and effective measures. Results Take underlay material of cargo ship under quarantine and supervision, implement 100 percent declare, 100 percent disposal and sign, 100 percent supervision.Conclusion This way, our domestic ecology and environment may be maintained safe, our national economy can develop better and quicker.
