拥挤道路使用收费在过境交通控制中的应用及其费率研究

An Study of the Application of Congestion Toll on Transiting Traffic and The Toll Rate

以具有平行高速公路的通过型城市主干道为研究对象,将拥挤道路使用收费引入到对过境交通的控制中。从城市管理者的角度出发,以缓解道路拥挤和充分利用道路通行能力为上层目标,以随机用户均衡为下层目标,选择收费费率作为决策变量,建立了一个双层拥挤收费费率模型,最后给出一个算例分析了收费的有效性并指出进一步研究的方向。

This article takes the transiting traffic of city which uses the arterial road as the subject of study. It applies congestion toll to the control of the distribution of transiting traffic and develops an bi-level programming model which takes the toll rate as the key variable. Finally, it gives an numerical example and points out the direction of future study.
