浅谈高职院校发展与办学经费筹措途径

A Brief Discussion on the Ways of Raising Funds for Higher Vocational Colleges Development and Running School

高职院校扩招后办学经费筹措形势异常严峻。造成高职院校经费紧缺的原因,主要有以下方面:一是受经济发展水平的制约,政府财政拨款已经不能满足高职院校进一步发展;二是高职院校创收能力薄弱,难以弥补经费不足;三是学校内部管理不善,浪费严重加剧了经费供求矛盾。文章从具体实务角度认为,"开源"是缓解经费紧缺状况的根本途径,"节流"是有效措施,只有双管齐下才能缓解高职院校经费紧缺的矛盾,确保扩招后高职院校的可持续发展。

The article believes that enlarging the recruitment in higher colleges leading to the short funds causes are the following： the government financial money can＇t meet the colleges＇ further development, the colleges have weak ability to earn money, and severe waste inside of the colleges caused by loose management. Thus the paper deals with increasing income and reducing expenditure.
